It is the sole content of a Web page, http://persephone.thehansofoundation.org/, Note that it inserts the code-name "Persephone" within the domain of the Hanso Foundation, reminding us of her intrusive role.
Gamplay note: I found this by following the RSS feed of one of the game-playing sites, Lost Experience. This was from one post; a followup offers one solution. "How do you play an ARG?" I am often asked. Follow gamers' sites, is one answer.

Heh, well, I'm not playing the game (yet) but this looks alot like a book cypher to me... I guess the 00's version of the old book cypher could be the "webpage cypher" wouldn't it? Or perhaps it is linked to the new "in character" book that was just released Bad Twin...
